Zion Announces New Road Reconstruction Schedule

Zion Announces New Road Reconstruction Schedule

Superintendent Jock Whitworth has announced a new work schedule for the reconstruction of the Zion-Mt. Carmel Highway within Zion National Park. The new schedule will only have nighttime road closures. These will occur from 8 p.m. to 8 a.m., Sunday through Thursday. Previous schedules have all included daytime closures. Weekends and holidays will remain open 24 hours a day. Although the new schedule creates some additional challenges for the project, it should mitigate frustration for travelers, help park operations, and ease economic impacts to the surrounding communities.

Superintendent Whitworth stated, “We have been working with the Federal Highways Administration, area businesses, and the contractor to set a schedule to reconstruct the 80 year old Zion Mount Carmel Highway section from the switchbacks to our east entrance.

We feel that the new schedule should still allow us to complete the project before winter, allow visitors to travel to and through Zion, and allow local businesses to fair well during the reconstruction process.”

Zion National Park will remain open for the duration of the project. People travelling to Zion National Park on State Route 9 from Interstate 15 can enjoy Zion Canyon’s recreational opportunities, access the park shuttle, campgrounds, Zion Lodge, and visit Springdale without being in the construction area. Those travelling between US Highway 89 and Zion Canyon through the park’s East Entrance will be affected by the following schedule.

    Zion-Mt. Carmel Highway RECONSTRUCTION SCHEDULE:

    June 27-October 28, 2010

    Sunday – Thursday; NIGHT CLOSURES 8:00 p.m. to 8:00 a.m.

         Open 8:00 a.m.-8:00 p.m.

Traffic control with up to 30 minute delays. Parking and hiking allowed 8:00 a.m. - 8:00 p.m. All hikers and vehicles must be moving out of the area by 8:00 p.m. Bicycles and pedestrians are prohibited in the roadway.

Friday, Saturday and Holidays; NO CLOSURES, ROAD OPEN

         Open 24 hours

         (On Monday holidays, there will

be no closures on Sunday night.)

Traffic control with up to 30 minute delays. Parking and hiking allowed all hours. Bicycles and pedestrians are prohibited in the roadway.

The road is graded gravel in the work sections and the surface can be uneven. Please use caution and low speeds in these areas. When closures are not in effect, there will still be areas of roadway that are one lane with traffic control and up to 30 minute delays. Due to safety concerns, bicycles are not allowed on the roadway for the duration of the project. Bicyclists wishing to travel between the Canyon Junction and the East Entrance need to arrange for a private vehicle to take them between those locations.

Alternate routes of travel between Zion Canyon and U.S Highway 89 are Utah State Route 59 from Hurricane, Utah to Arizona State Route 389 (better for large vehicles) or Utah State Route 14 from Cedar City, Utah to Long Valley Junction (high elevation/steep grades). In most cases, it should still be faster to use the Zion-Mt. Carmel Highway.

For those using alternate routes during the daytime, driving via Utah State Route 59 and Arizona State Route 389 takes travelers directly past Pipe Spring National Monument, another unit of the National Park System worth visiting. Utah State Route 14 allows for travelers to visit Cedar Breaks National Monument via a short side trip on Utah State Route 148.

The Zion-Mt. Carmel Highway reconstruction started June 1, 2010, and is expected to end by October 28. The road construction is occurring from the junction of the Zion Canyon Scenic Drive to the East Entrance, a distance of 9.5 miles. The construction does not include Zion Canyon, the most visited area of the park.

For updated information, Call 435-772-3256 (press 1, then 4) or visit the park website at www.nps.gov/zion. To automatically receive news releases, sign up for the RSS newsfeed on the website.

East Zion Hikes and Canyons Open

Superintendent Jock Whitworth has announced that with a change in construction closure hours for the Zion-Mt Carmel Highway (Tunnel Road) project, all canyons and trails accessed from that road will be open every day. The previous schedule had these areas restricted Monday through Friday. Trail and off trail hiking opportunities accessed along the road will be available Monday through Thursday 8:00 a.m. to 8:00 p.m., and at all times between Friday at 8:00 am to Sunday at 8:00 p.m. All hikers must be back to their cars and moving out of the construction zone at 8:00 p.m. Sunday through Thursday nights.

Advance reservations for backcountry permits in the area between the Canyon Junction and the park's East Entrance will not be accepted for the duration of the construction. First come, first served backcountry permits will be available at the Zion Canyon Visitor Center from 7:00 a.m. to 8:00 p.m. Permits will also be issued at the Kolob Canyons Visitor Center from 8:00 a.m. to 6:00 p.m. These permits can be picked up on the day before, or the same day of the trip. Permitting procedures for areas outside the construction zone remain the same.

Due to construction parking, staging, and other activities, the number of people permitted to travel through the Pine Creek Canyon canyoneering route may be lowered at times. Construction closures should end by October 28, 2010.

Updates on the availability of permits for canyoneering routes will be available on the park website at www.nps.gov/zion or by calling the backcountry desk at 435-772-0170. Road information is also available on the website or by calling 435-772-3256 (press 1, then 4).

Kanab Community Clean-Up Pride Day Recap

On July 1, the Kanab Area Chamber of Commerce facilitated a community clean-up day at a number of locations throughout Kanab. The community enhancement and cleaning effort preceded an exceptional performance by Kanab's own Symphony of the Canyons at Jacob Hamblin Park. Locations worked on included the north Kanab entrance sign which received a fresh paint job, the assembly and reinforcement of a new community announcement board on Kanab Creek Drive, and the removal of weeds and debris in many visible downtown areas. The Chamber would especially like to thank those who took pride in Kanab and participated in the clean-up effort. Special thanks are rendered to the entire Chamber Governing Board, Colston Enterprises, State Bank of Southern Utah, the Volunteer Center, Kanab City, Dirk Clayson, Matt Brown and associates, Jim Aziz, Ilene Ott, Mary Poe, CEBA, KE Consulting and everyone else who took part in the occasion. The chamber especially recognizes and appreciates the students and staff at the Abundant Life Academy for the many hours of service and aid in making the clean-up effort a great success! (Thanks Todd and John)

Plans are under way for organizing another clean-up day for the end of September first of October, and anyone interested in helping may contact the chamber at 435-899-0443 or visit kanabchamber.com for more information.

Idea to Industry Competition Finds Hidden Jewels

Jacob Cluff's plan is to providing low cost emergency housing for countries around the world like Haiti that have been devastated by national disasters.  Dustin Pederson will introduce the online gaming community to an exciting new virtual world within the next three months.  These entrepreneurs were two of six economic development jewels discovered in Kanab during Kane County's Idea to Industry Competition. Both will receive a $5,000 dollar cash prize from the county's Center for Education, Business and the Arts (CEBA).

The Idea to Industry Competition is just one strategy to help develop entrepreneurs in Kane County and along the Colorado Strip.  "We looked at entrepreneur competitions around the state and realized that they didn't meet the needs of a rural county like ours," explains Kane County Commissioner and CEBA Chairman Dan Hulet. "While other competitions focus on identifying new technologies and introducing them to potential investors, our goal is to find ideas that could provide family sustaining jobs that will still be here in ten years."  Hulet acknowledges that many of the Idea to Industry winners will be technology-based and hopes they will go on to compete in statewide competitions.

Key to CEBA's effort to grow their own entrepreneurs locally are strategic partnerships with resources both within and outside Kane County. They are currently working with Dixie State College's Small Business Development Center to develop an online entrepreneur education tool called BizSmart.  CEBA also is also partnering with Southern Utah University and the Kanab Chamber of Commerce in a monthly entrepreneur forum.

Idea to Industry competitors were judged by fifteen reviewers from both within and outside the community.  The contest winners were judged on the quality of their idea, the strength of their management team, their marketing plan, their understanding of finance-related issues and their proposed use of funds should they win.  Bonus points were awarded if the idea related to one of CEBA's target industries which include physical and life science, animal science, digital media, arts and culture and natural resource-based technology.

In addition to Cluff and Pederson, other finalists included Laurali Noteman (online arts marketplace), Bob Kaczowka (furniture design and production), Jan Judd (Western themed food and entertainment in Fredonia) and Nathan Riddle (local production center for documentaries and video).   These individuals received $1,000 each to support their idea.  Another aspect of the competition was a youth entrepreneur component.  Ian Hiscock from Kanab High School received $1,000 to help develop his multi-media business and Riley Davidson from Valley High School was awarded $1,000 to establish a bike shop in Orderville.

Sponsors of the Idea to Industry Competition were Kane County, Kanab City, Dixie State College's Small Business Development Center, the Kanab Chamber of Commerce, Southern Utah University's Business Resource Center, Mountain America Credit Union and the Governors Office of Economic Development (GOED).  Les Prall, GOED's Rural Director notes, "No one in rural Utah is doing what Kane County is doing to grow local entrepreneurs.  We are honored to have been able to support this outstanding grassroots effort."

WINTER STORM CAUSE OUTAGES TO GARKANE'S SYSTEM

Garkane Energy Customers in the Kane, Wayne, and Garfield County areas experienced power outages during the past week due to heavy wet snow and ice, which blanketed the area.  Outages were caused from snow and ice on the power lines. As snow and ice builds up and sheds from power lines, phases sometimes come in contact with each other, which in turn causes a power outage.

"We received some much needed moisture from the storm, which we are very thankful for. However, anytime we receive a warmer southern storm, snow and ice tends to build-up on our lines and conductors, resulting in power outages," stated Marcus Lewis, Garkane's Staff Assistant.

Battling miserable conditions at times, Garkane's crews worked throughout the nights to locate and fix the various problems. "We commend our crews for enduring difficult conditions in order to restore power to our customers", stated Lewis. "We appreciate their efforts, and we're sorry for the inconvenience power outages cause." Power has been restored to all areas each day. We did weather the storms better than most utilities in California, Nevada, and Arizona.

"It is Garkane's goal to provide reliable power to all our customers. We are in the business of providing low cost, reliable power. We take this responsibility very seriously. Unfortunately, unforeseen circumstances, such as the extreme weather conditions witnessed this week, make it difficult to guarantee uninterrupted power. We are subject to Mother Nature's forces. This is one factor we simply cannot control. We appreciate your patience and support and we will do everything we can to keep power flowing."

With the winter season heavily upon us, Garkane reminds its customers to plan ahead for weather-related power outages. Choose an easily accessible closet or cupboard for an emergency supply of flashlights, batteries, blankets, and other needed items.

This message is about the October 29 Entrepreneur Forum.  The subject matter is one that is very personal to my wife Kathy and me.  It's also one that is too often ignored in Kanab as we choose to "look the other way." I hope you will make a special effort to join us.  I'm sure it will be worth your time. (Ed Meyer)

Forum Explores “What We Miss When We Look the Other Way”

On October 29th, the Kanab Chamber Entrepreneur Forum will host a special meeting entitled “What We Miss When We Look the Other Way” focusing on the economic opportunities employers and businesses in Kane County may be missing by not capitalizing on individuals with disabilities. The Forum’s guest speaker will be Kathy Meyer, Kanab resident and retired Vocational Rehabilitation Specialist  who assisted individuals with disabilities and their employers find successful job matches over a  thirty year career .

“It’s all too easy to look the other way when we see individuals with disabilities,” Meyer claims, “In reality, these individuals can become productive entrepreneurs and loyal employees.”  She will explain the resources available to help those with disabilities seek employment and self employment as well as the assistance available to employers. “Our employers claim they can’t find employees when some of the most loyal workers in the world are available among the disabled if they would only look,“ Meyer notes.  "Part of being a successful entrepreneur involves making ones business accessible to both the employee and the general public who may have disabilities", she adds.  Besides the legal ramifications of not having an accessible business there is the basic loss of income and potential growth that every employer or business owner should consider.

Kathy Meyer began as a social worker in the tobacco fields of North Carolina.  She retired from the Utah State Office of Rehabilitation after 30 years as a counselor, District Director and Coordinator of Staff Training and Development.   At the time of her retirement in 2005, she was in demand as one of the nation’s leading speakers regarding employment issues impacting individuals with disabilities and the business applications of the Americans With Disabilities Act (ADA).

The Forum begins at 4:00 PM at the Southwest Applied Technology College in Kanab.  It is free to the public.  In addition to the community’s businesses, those who interact with individuals with disabilities as well as those with disabilities themselves are encouraged to attend.

The Kanab Entrepreneur Forum is sponsored by a generous grant from Southern Utah University.

If you haven't already received it, there is a new brochure in the mail.  It is called Incentives for Small Business in Southwestern Utah and is produced by our Entrepreneur Forum thanks to a grant from the Governor's Office of Economic Development.  You can also access a copy of the brochure online at the Chamber's homepage (http://kanabchamber.com).

The brochure outlines three kinds of incentives small businesses in Kane County may want to consider.  These are cash incentives, tax credits and government loan programs that fill the gap between what a bank is willing to offer and the equity injection a small business can afford.  Forum Moderator Ed Meyer futher explains, "Some businesses will qualify for certain incentives while others may qualify for another incentive.  What's important is that our businesses are missing out on hundreds of thousands of dollars in incentives.  The State's corporate recruiting team is proactive in making sure larger companies considering Utah are aware of these incentives, but we will have to take the lead if our small businesses are to benefit."

Meyer notes that many of the incentives are not available to retail businesses. "Utah's lawmakers have historically focused on providing incentives for what they call "basic industry".  These are typically companies that bring new jobs to the state though most high paying employers also fit this definition.  They feel that retail firms will develop with or without incentives in areas where these basic industries locate."  However, all of the loan programs are available to retail firms and some of the tax credits can apply in a few instances to companies that build or remodel a facility then lease it to a retail firm.  In these cases, business should consult carefully with their accounting firm to make sure they are eligible. Retail firms are also eligible for the Recycling Market Development Zone Tax Credit if Kanab or Kane County choose to develop such a zone.

The Forum's strategy is to provide a supply of brochures to accountants, attorneys, financial insitutions and others who provide consulting services to businesses. They believe this kind of business is in a perfect position to provide the information at the right time.  Additional copies or information can be obtained from Ed Meyer at ed@kekanab.com or 644-5439.
